About FAZDOCS FPMS FAZDOCS FPMS Documentation FAZDOCS FPMS Documentation was authored by SRA Technologies, Inc., in Office of Research, Development, and Technologies, Federal Highway Administration, McLean, Virginia. The 58-page document is dated March 1985. The California Flexible Pavement Management System (FPMS) is a BASIC program written to run on an IBM-PC. The California Department of Transportation (Caltrans) developed a system to determine the condition of the pavement of the existing highway system and to provide a manner to formulate decisions on which type of reconstruction or rehabilitation is required. This PMS was implemented in the late 1970's using a mainframe computer so that it could account for all the roads under Caltrans' jurisdiction (over 47,000 lane miles). In 1983, FHWA Region 9 extracted the flexible pavement portion of the PMS computer programs and created FPMS in BASIC for the TRS-80 microcomputer.
