FAZDOCS HCMPLAN User's Guide
FAZDOCS HCMPLAN User's Guide is authored by The Universiity of Florida for the Florida Department of Transportation. The 21-page document is dated April 1992. HCMPLAN runs on an IBM-PC. The software described in this document implements a procedure which creates a planning application for Chapter 9 of the Highway Capacity Manual. The procedure itself was developed by a task group of the Transportation Research Board (TRB) Committee on Highway Capacity and Quality of Flow. This procedure is under review by the full committee but has not, at the time of this writing, been approved as an official part of the Chapter 9 methodology.
